Reason: ( I understand it is distance lag but it is still lag ) Constantly killing after asking them to stop, while they have screen lag to me ( Which looks like spike. ) In the video, I stopped attacking altogether. Not to mention that Liquidate is offensive/flamer anyways.

As for the lagging - His movements were fine at this replay, he didnt even spike once. As you said, his ping was 170 to you, which means it could be distance lag. Plus, it's a training room. In my opinion, it's fine to play in training rooms if you spike cuz you might get reported for spiking anywhere else. You could kick him or something as well.
As for the flaming - He didn't flame you even once. Yes, he was mean, but that's too minor.
Not to mention, it's allowed to kill people in training rooms and obviously they don't have to stop killing you even if you're asking them to stop.
