Well, the rule for spamming is that it must be 5 lines without any interruptions.
Although there are 7 lines in total (with interruptions), it depends on the person who handles the report.

4 lines is not considered as spam.
Afterwards he waited a few minutes before typing it again which is why I always look at timestamp first before taking actions.
