Balancing these is hard because of the [ia] and [r] room tags. They essentially make clip size and total ammo properties meaningless as balancing mechanisms, except for in clan wars/duel tourney since tags arent in there. So i see no point in changing those. The only ones that will have a real impact are damage, delay and controlability/spread. No R IA tags are what made a red arq balance with a pioneer in ijji, you had to decide if you wanted to have more shots that you could put out at a lower dmg burst or less shots with higher dmg burst, also you would have to reload more and have less shots on a stronger gun. Here that doesnt apply. The only way you can balance on a higher dmg gun is by raising the delay and increasing the spread, and then make lower dmg guns have a lower delay and tighter spread, and then you can have some somewhere in between that. Those are really the only options that will affect anything. I would say weight is a secondary balancer but with huge weight rings and 0 weight swords and stuff, it has a minimal effect, but could play a part.
So for example you could have :
LB: 10dmg / 1000 delay / regular spread / (15 weight)
donors: 9dmg / 950 delay / slightly better spread / (15 weight)
two classes of high lvl shotguns-high lvl class1: 9 dmg /1000 delay / regular spread / (15 weight)
high lvl class2: 10 dmg /1100-1200 delay / slightly worse spread / (20 weight)
medium lvl: 8 dmg / 1000 delay / slight better spread / (15 weight)
low lvl: 8 dmg / 1000 delay / regular spread / (15 weight)
Something like the above i think would work really well. That way people have a choice of still: "do i want to be bursty but not have the accuracy of a more sustained damage gun." Having multiple choices of shotgun "types" per say at end level would add a lot of diversity. It also keeps a reason to progress through to end levels and still a reason to want to get the limit breaker from the lucky box. They can always be tweaked but this gives the general idea of what im getting at which is having choices and balance.
I didnt get to post in the med topic before it got closed since i was at work, so i wanted to say, nerf the vials big time and the pills just a decent amount...vials let you attack while medding, thats a huge advantage...pills let you run away moving while medding, thats a moderate advantage, you cant do either of those with the old style prem meds.

I personally only use the 200 FCoins + Limitbreaker.
I find that for a special prize, the Limitbreaker's inconsistent delay with the 200Fcoinz shotgun, is problematic.
My only proposed change as right now is to change the Limitbreaker's delay to 850.

No issues regarding the damage, especially "Limit Breaker" coz how are we going to call it "Legendary Item: Limit Breaker" if it has same damage as other donation shotguns. Delays should have change, so players cant spam especially in duels, big changes with donation sg's including limit breaker isnt good. It will go like this (why we have to get or buy coins if donation sgs and normal sgs are the same) my suggestion is...
Limit Breaker: 10damage/Delay 950 or 1000/ 5clips or 6clips
Pony, Genesis, Black infinity, Mayuri, Duelisto and other: 9Damage/ Delay 900/ 6clips
Red SG's and Black Mamba: 9Damage/ 900 or 950 delay/ 5clips
No changes with normal SG's.
