There are allowed in training rooms only, as long as you don't annoy another people with.
OT: Work on you're English, it's hard to understand.

Don't use it if you don't want to risk getting warned.
The exception is that you may use it in training rooms as long as it doesn't bother anyone. People may report you without a warning though.
It's a terrible thing, I think, in life to wait until you're ready.

And you may as well do it now. Generally speaking, now is as good a time as any.

That sucks, nothing to do about it.
