I flipped him a number of times and he was teleporting back to original position. If that isn't what n-stepping is and you know what it is, please tell me so I know for future reference.
Do you have screenshots of his pings?
They're needed for a punishment to be made.
Can't you check through the replay by looking at the scoreboard?
The requirements for this type of report asks for screenshots of the ping.
If you look here, you can see under 'Show' beside "N-Stepping" that the requirements ask for the following:
When reporting an n-stepper, make sure a screenshot of his ping (--) and a normal ping for example (87). So two screenshots minimum.
A replay is needed to make sure if the user is n-stepping.

Just watched the replay.
User doesn't n-step but does something else which is practically a hack.
Every time you flip the user off, he increases his landing speed and "magically" walks up the podium you're standing on.
If he were to n-step, his ping would be going (--) and he would have a "LAG" symbol above his character, but he doesn't even lag or spike at all in the replay.
He's now banned.
