Every round it's the same stuff. Takes 0 dmg from shots, his shots do full damage, he's not -- ping. I've played against plenty of laggy players (even people whose movement skips) and they aren't worth reporting, but his connection and movement were 100% stable. It makes whatever room he is in completely unplayable for anyone else.
Likely has packet loss incoming only, not outgoing, which is completely unfair to other players. You can see this from not taking damage and aiming at a set point for many shots vs moving targets while still moving fluidly.
