Carrots, it's fine having a natural way of kicking people. That always creates a circulation of members - the ones that couldn't get in before. Not to mention the fact that the chat box was created for chatting, not for entering a message and receiving "The room is silenced. You may chat in n seconds", especially when events are supposed to be fun not politically correct presidential elections.
