I say no. To me, admins pretty much are the co-leaders, just without the ability to disband the clan or promote other members to a higher rank (which admins shouldn't really be responsible for anyway).
If the leader plans on going away for a long period of time, there's an option to transfer leadership over to a new member.
If the leader just randomly goes MIA and quits or whatever and you just want to take over the clan, well then honestly you'd be better off just having everyone leave and make a new clan under your own leadership. Even gives you the option to start under a new name. And if you want the same name, you can just ask a staff member to delete the inactive clan for you.
