I disagree completely. From this perspective the waist foreshortens much faster than the shoulder area.
I drew this girl from life, proportion shouldn't be off, If anything that is a shading error. A large majority of the lower waist is hidden, and if we assume that the hips are where the body curves up after the water/ cloth breaks the figure, the proportion should be correct.
Her body twists away from you in this image, using the spine/ hip as a slow pivot, then I'm cutting of everything from the knee down. Think, you have a whole leg underneath the one being shown that you cannot see.
