Although your screenshots provided show the user of abnormal ping, the replay however doesn't, the replay its self is short and in that short period of time the user was not spiking, therefore I see no advantage gained or annoyances caused. Please feel free to re-create the report if you are able to provide and replay to show the user actually spiking.
