Because officially 1GB = 1024MB, but companies advertise and sell 1GB as 1000MB
16 GB iPhone = 16000000000 bytes = 14,89 GB
8,01 GB in use + 3,81 GB available = 11,82 GB total
The gap in between the 14,89 GB and 11,82 GB is most likely used for iOS, system files, etc.

I also have a 16GB iPhone (5S) and have the following:
Used: 9,74 GB
Available: 2,23 GB
(Total would be: 11,97 GB)

Yeah completely normal. They advertise and sell the iPhone as 16GB but that does include iOS which already makes up for 2 to 3 GB.
The fact that the advertised '16GB' is actually ~14,9 GB - pre-installed iOS = ~12 GB available for the customer to fill in themselves.
If I need space I usually run a cache cleaner, cleans up about 200-500MB after a day of using my phone... can be quite a lot for 8-16GB devices.

Believe it or not I never had such an issues with my old 5s, 6s Plus and 7 Plus. I always managed to get a decent amount of apps and about 5GB worth of music on it.
Clearly you bought a chinese knockoff 6Iwnv.jpg iPhone 6.
