He wasn't floating in those replays, his movements were perfectly fine. I agree that his movements look slower than yours but maybe your gameplay is simply faster than his.
Not enough to get him banned imo, waiting for more opinions.

I agree with Ommadawn the user does not appear to be underclocking everything about his movement was normal no extended tumbles, jumps, reload time and damage output appeared average.
