For one thimg, your report is too short.
Judging by the report you've provided, the uses seems to be aware of his spikes, did not abuse them (by playing with 'em) & was trying to fix them thus standing still.

I'll decline this report for now but if he does abuse his spike, report again & we'll handle it differently.
