If we were to implement it I think it will be like this.
Just had a discussion about it and we came up with the exact same idea (without seeing this post).

This makes a tad more sense as the original suggestion.

Also if it gets implemented can convert all existing Clan Administrators to Recruiters, and the Leader can change this later on.
