Yah, those items is permanent.

And depend where u will use those items, if u will these items in pvp have the normal dmg, but if u will use these items in pve these will have more dmg than the normal, but depend what pve dmg u got too, cos these items have different categories and lvl in these categories, a example the hibur katana can get 60 pve in the legendary category.
