Good thinking but you know how the community thinks, anything taken from the original content will ruin GunZ. The main clanwarrers would probably opt for everyone to be capped at the following;
125/100
Breaker 3
Rusty SG
5/5 Meds
Additional add ons;
Option to vote map selection
Locked clan channels
The other solution I had for perks would be kinda the same as items.
For example the rings; FG ring I, FG ring II and so on, each new number has slightly better stats.
We could do the same and just call it perks, open up a new item slot just for this item called "PERK".
If you get a new PERK item you lose the one you had (so if you had PERK I you get PERK II and equip it in order to have the effect apply to your game play).
Eventually it could be like PERK X (10):
- +5 HP
- +5 AP
- +5 bullets
- +5 melee range
- -5 melee delay
