So far I know of it is not really pay to win, or at least I haven't seen anything like that yet.
As for the translations, think 95% of the game is translated to English, I mean I can put down a turret as gunslinger and it has some Chinese text below it.
But I think all quests and major things are in English so you should be able to play it without many problems.
I am on Eventide, level 30 or something and might make a guild soon so you noobs can join if you'd like.
