new layer > select the rectangle marquee tool left hand side tool box > drag across the top of your work so theres a kind of boarder > edit > fill > either white or choose a foreground or background colour > then use arrow keys to position the border of how thick you want it > duplicate it 3 times > put one down the bottom > rotate one by pressing ctrl + t and then go to corner of your border and you see a rounded arrow and drag it round while holding shift > put it on the right side > duplicate the rotated border and put it on the left side.
