You guys should learn not to use guides because it always depends on the enemy so choose your masteries and builds on your own.

It's not hard.. I'll give you an example.
Lets say you're Vlad and you're playing against Teemo, it would be hard for you to farm that's why put a few defensive masteries or the Butcher one - Offensive, first lane the 4th mastery to be able to farm.
Just do masteries depending on your enemy, you've got to think about it

I recommend you Diana, Thresh, Vi, Zac, Xerath and Naut (for jungle) only these are worth.

First of all don't buy Will Of The Anchient AND Spirit of the Spectral Wraith, you only get one of them. You can build Vlad 2 different ways, a more damage wise or a splitpush build. When you go back first try to make sure you get a hextech revolver since it makes your sustain in lane anoying as fck. Then you can build whatever you like. Want more damage early/mid game? Build a haunting guise or a deathcap. Enemy has champions that can 1 shot or have all ad? Build zhonya's. They have doulbe ap or a fed ap? Build abyssal scepter. etc etc
Also Inoian boots are good in lane but you miss the magic penetatrion so make sure you buy a voidstaff if you are planning to keep it otherwise sell it later for sorcerer's shoes.

9/0/21 masteries is more for surviving laning phase rather than for damage with 21/9/0. I personnaly go 9/21/0 since I like to be more tankier.
