It does actually, it's much easier to aim with under-clock, therefore you can PB from far away.

So how can you explain my ap going from 114 to 20 and they aint even close to me.. I dont get it..

i took some replays.. but i got to reading on the report section and i was suppose to ss. so i didnt report.

Ucing wouldn't affect the amount of damage they take. That would be down to the bugged anti lead which will be getting fixed hopefully come the next update.

When ever some one ACTUALLY uc's and not just spikes I just notice it because of their spikes.
They don't do more damage to me at all ( my experience of it ).
Also if you UC your self it doesn't do anything actually to your damage, it lets you modify your own gravity in that room.
You experience it as [G85] (e.g) while they got the regulair [G100] but because there is character delay it lets you see a ''spiking'' motion of movements.
