On 09/25/2014, starting at 1 AM PDT, ranked queues will be disabled in preparation for patch 4.17. At 03:00 AM PDT, the servers will be shut down and all games currently in progress will end in a draw and stats will not be recorded. We estimate the battlegrounds will be unavailable for 6 hoursAnd here is the schedule for the other regions (patching starts on September 24th – 25th):

Well i was reading a debate about leblanc silence and how she was a 44% win ratio(4th lowest winrate in game) when they removed her silence. Riot said they dislike silences on high burst assassins as it removes any sort of counter play, especially on assassins which will practically have enough burst within the 1 second silence to kill anyone. I guess this applies to Talon too. The 99% slow sounds good but for "0.25" seconds, thats practically nothing
