Have you tried disabling your windows firewall entirely?

Re-downloading it won't fix your issue, something is interacting with the client and it's most likely your anti-virus.
If disabling it completely doesn't solve the issue then I'd suggest you to completely get rid of it (uninstall it) and get a new A.V.

I don't even have an anti-virus running right now and I tried turning firewall off, still not working.

Most of the people say that and whenever I use TeamViewer to establish connection to their computer I always find some stupid ass software which blocks you from connecting to FGunZ but I don't offer such help anymore (using TeamViewer).

Yea... still not working. Deactivated the antivirus, turned off the firewall but still "couldnt connect to patch server"
